With the rapid development of social economy, the process of urbanization is accelerating, the level of industrialization is constantly improving, and the problem of air pollution is becoming more and more serious. In recent years, the national level attaches great importance to environmental protection, takes the prevention and control of air pollution as one of the key tasks, and has promulgated a series of laws, regulations and policy measures, which has promoted the remarkable improvement of air quality. The purpose of this paper is to discuss the achievements and challenges in air control in China at present, and look forward to the future development direction.
I. Achievements and progress
1. The legal system has been gradually improved. Since the State Council issued the Air Pollution Prevention Action Plan in 2013, local governments have responded positively, formulated and implemented local regulations, strengthened supervision and management, and strictly controlled pollutant discharge standards.
2. Technological innovation helps to reduce emissions. Reduce industrial source emissions by promoting the use of clean energy and improving production technology; Develop public transportation system and encourage the popularization of new energy vehicles to reduce traffic exhaust pollution; Using Internet of Things technology to achieve accurate monitoring and management of all kinds of pollution sources.
3. Public awareness has generally improved. People from all walks of life pay unprecedented attention to environmental pollution, and more and more people begin to take the initiative to participate in environmental protection activities, forming a good social atmosphere.
Second, the existing problems
Despite the gratifying achievements, China's air quality still faces many difficulties:
1. The regional differences are obvious. Due to the rapid adjustment of industrial structure, the air quality in the eastern coastal developed areas is relatively good; However, some provinces in the central and western regions are difficult to govern because of the concentration of resource-based industries and the lag of infrastructure construction.
2. Rural non-point source pollution can not be ignored. With the advancement of agricultural modernization, excessive use of chemical fertilizers and pesticides has become a new source of pollution, which needs to be paid attention to and effective measures taken to solve.
3. Climate change will aggravate the impact. Global warming makes extreme weather events frequent, which brings uncertain factors to air quality management.
Third, the future outlook
Facing the complicated and changeable new situation and new requirements, we must adhere to the principle of scientific planning and comprehensive management, continue to deepen the reform of system and mechanism, strengthen the supporting role of scientific and technological innovation, build a pluralistic co-governance pattern, strive to realize the transformation from "passive response" to "active prevention and control", and create a better and livable living environment for the people.
